Putting Information Where It is Needed During Crises

Crises have become more complex in recent years. Civilians and civilian organizations are playing an increasing role to meet humanitarian needs, and militaries are focusing on the protection of civilians and societal resilience to help fulfill their mission.

All actors must conduct analysis, but their perspective influences the analysis that they do. One may focus on the scope and extent of humanitarian needs within a crisis, whilst another may focus on the crisis itself. The humanitarian-development nexus, coming from the World Humanitarian Summit of 2016 recognizes that as a collective community sharing analytical perspectives is vital. Having the best possible analysis means the problem must be correctly identified and analysis must be a dynamic process with decision makers providing clear direction to analysts so the analysis is of good quality, relevant and timely.

This session, with a briefing and an exercise, will pose key questions for participants to consider:

  1. How can we get a better and more comprehensive picture of conflict environments?
  2. What are the main challenges in analysis and cooperation in it?
  3. How can analysis be most effectively translated into decision making?

Martin Fisher has spent most of the past 20 years working with the International Federation of Red Cross and Red Crescent Societies and UN OCHA in the field of emergency response and preparedness planning, monitoring and evaluation, predominantly in Europe, Central Asia, North Africa, and the Middle East. He has also contributed to the work of RedR UK as regional director setting up their operations in MENA and had an illuminating posting to the Sphere Project. Most recently, Martin was based in Iraq with UN OCHA and UNMM supporting coordination of assistance in north-eastern Syria and establishing the cross border shipment modalities under SCR 2165.
